Where a Local Authority is under a duty to provide a service, they are responsible for doing so whether the property has an official address or not.
For example, under the Environmental Protection Act 1990, a duty is imposed to collect waste. It does not specify that the premise must have an official address and therefore waste should be collected whether there is an official address or not.
